I think that noise ordinance violations would be enforced by the police, not by the HOA. I just took a look at the covenants for my neighborhood, and noise isn’t even mentioned. If I was going to complain about my neighbor’s constantly barking dogs (*sigh*) I’d call the police non-emergency number.
