Ukraine was called “Malorossiya”: a small, “junior” Russia. 
Mr. Skripal called the Ukranians “the  herd of sheep” in need of a Shepard. His opinions, kept warm for the upcoming book ordered by the Demiurge, were sent to the Ukranians for the review and rebuttal, and the rebuttal they did, under the wise guidance of the New Abwehr. 
“Choke”, they said to Skripal. “Nova Rossiya” spells “Novi Chok”, they said. “And now you will or will not know, who really did it”, said the Chechens. 
“I know everything”, said the Demiurge. “Because I arrange everything.” 
Well, we should not assassinate Junior any further, there is a much more interesting issue and the set of questions on the horizon. 
Are there any adults in this room? Or no one has any shame left, after all these shamings? Or did everything become so mixed and so intermixed that it simply does not matter much?
“Very controlling, German-Jewish way of running the people’s lives”,  thought Mike Nova. “Abwehr was a very Jewish Lady, after all… With the somewhat suspicious Habsburg Jaw…”

It is extremely rare, practically nonexistent, that someone pay for the cab ride in Moscow by charging the credit card, with the receipt that so conveniently popped up later.

Receipts show that at 4.14pm they spent almost £200 on batteries and power supplies that would later be used to run laptops and mobiles used in the hack attempt.”
The similar comment regarding them buying the spying equipment in Amsterdam by charging the credit card and also keeping the receipt that also so conveniently for the investigators, popped up later, after they were apprehended. 
This indicates, that most likely it is the set-up by the New Abwehr to mislead the investigation.
No one concerned about being discreet (the least for the spies) would pay for anything by the credit card. This was done deliberately and on purpose: to leave the footprints which could be easily identified later.

“Investigators found the issue numbers on the passports belonging to Morenetz and Serebriakov were sequential – suggesting they were printed at exactly the same time…”
The sequential passport numbers is the more interesting issue. Most likely, the Russian passports issuing and printing system were supplied to the Russians by their German friends who retained the degree of the cyber control over this system and the ability to spy on it and/or to manipulate it. They also use the abundance of the German agents on the all levels of the Russian Government and the Security organisations to get, to plant, to set up, etc., etc., anything they want.
The Bellingcat report also looks like the New Abwehr set-up, it looks like it is based entirely on the masterminds’ (the New Abwehr’s) deliberate leak.
Their “facial recognition research” is not convincing at all, it will not withstand the simple and regular scientific scrutiny, it is just the phony-baloney.

The pitch and intensity of this “anti-Russian spying campaign” reminds of another, well masked, New Abwehr’s propaganda campaigns: the McCarthyism. The pungent scent of the Witch-hunt and the public duping on a massive scale, the hallmark of the Abwehr’s operations.
I am very, very far from being “pro-Russian, pro-Putin, or pro-GRU”. But fair is fair and the truth is the truth; and there is no need for the misleading, distracting, and self-defeating witch-hunts. You always pay for them dearly later.
“Investigate what is, not what pleases!”
The crude and primitive character, the “half-heartedness” of these set-ups might indicate that the New Abwehr wants to be discovered. They want to be recognized, and, possibly, accepted. It also indicates that they run on empty, they exhausted their supply of ideas and techniques inherited from the petite Admiral Canaris.
I also have to say that Kremlin is rather inept in defending itself. Ms. Zakharova makes you cringe and gives you the bad case of irresistible muscles twitches, scratching, and vomiting; and the others are not much better. Maybe, she, the Novichok, transmits her stuff telepathically, on a distance.

Strolling through an airport in Amsterdam, these four Russian agents would soon be caught red-handed carrying out a botched cyber-attack.
Yesterday they faced global humiliation as the authorities exposed their failed attempt to hack into the chemical weapons watchdog which was investigating the Salisbury poisonings.
A devastating trail of evidence shows how Moscow’s team of spies from the GRU military intelligence service – operating under the name Sandworm – attempted to use a rig of computers, antennae and phones hidden in the boot of a rented car to gain access to the organisation’s IT systems.
Yesterday, in an unprecedented step, Dutch authorities produced a dossier of evidence showing how the spies tried to launch a ‘close-access’ cyber-attack from a street in The Hague.
It was in April this year – little more than a month after the Salisbury attacks – that the bungling GRU squad attempted to infiltrate the headquarters of the Organisation for the Prohibition of Chemical Weapons (OPCW) in the Dutch city.
Here, we detail how the unit was caught-red handed attempting to carry out the brazen cyber-attack.

1. PLANNING IN MOSCOW
At 7.09am on the morning of April 9, Russian GRU agent Yevgeny Serebriakov, 37, opened up his laptop and began to Google the acronym ‘OPCW’.
At that time, the OPCW was conducting an investigation into the use of novichok, a military-grade nerve agent, in the poisoning of Sergei Skripal and his daughter Yulia in Salisbury on March 4.
It was also examining an alleged chemical attack by Syria’s Russian-backed military in Douma.
Serebriakov’s searches took him to Google Maps and to the headquarters of the OPCW in The Hague.
The following day, one of his GRU colleagues jumped in a taxi outside a GRU barracks in Moscow and headed towards the airport.
A scrap of paper found by Dutch investigators shows that Russian spy Alexei Morenetz, 41, paid 842 roubles, or £9.60, to travel the 20 miles from the city’s Nesvizhskiy Pereulok street to Sheremetyevo Airport, just north of the capital.
The receipt carries Morenetz’s name and signature and is dated April 10, the same day the unit arrived in Amsterdam.
The day before, one of the four hackers had activated a brand new Sony Xperia mobile phone. Data shows that when it was switched on, it connected to the nearest mobile mast, located just a few streets away from the same GRU barracks.
Last night it emerged that Morenetz is registered at an address in Moscow known to be a Russian military intelligence base. The specific address is believed to be home to Military Unit 26165, a unit of the GRU military intelligence service. Another of the Russians, Alexei Minin, also has an address related to the Russian military. He is registered as living at a building on Narodnogo Opolcheniya street in Moscow. This is the legal address of the military academy run by the Russian defence ministry.

2.FLYING TO AMSTERDAM
The four-strong GRU unit flew into Amsterdam’s Schiphol Airport on April 10 using diplomatic passports.
They were met by an official from the Russian Embassy, who was captured on CCTV escorting the group through the arrivals hall.
Passport details show the hackers travelled under the names of Morenetz, 41, and Serebriakov, 37, who were described by Dutch officials as ‘cyber operators’.
The other two men, thought to be ‘supporting agents’, were named as Oleg Sotnikov, 46, and Alexei Minin, 46.
Investigators found the issue numbers on the passports belonging to Morenetz and Serebriakov were sequential – suggesting they were printed at exactly the same time.

The boot of a car filled with hacking equipment in the Citroen rental car which was being used by the four Russian officers

After landing in Amsterdam, the group bought equipment that would later be used in their hacking attempts.
Receipts show that at 4.14pm they spent almost £200 on batteries and power supplies that would later be used to run laptops and mobiles used in the hack attempt.
The following day, on April 11, Sotnikov and Minin hired a non-descript dark grey Citroen C3 from a local car rental company. They then began a reconnaissance mission around the OPCW.
Pictures found on Minin’s camera phone show how they checked out the location, with pictures also showing various views of the Marriott Hotel, where they stayed, which is conveniently located next door to the OPCW building.
3.THE BRAZEN HACK
On Friday, April 13, the unit carefully parked their Citroen C3 hire car on the road closest to the OPCW headquarters.
They carried out what is known as a ‘close-access’ cyber-hack. This type of infiltration must be done in close physical proximity to the target network.
It can involve tricking legitimate users of the network to log in to a fake system, or it can involve looking for unsecured laptops using the network that they can compromise and gain access to. The hackers had already failed to infiltrate the OPCW using so-called ‘remote spear phishing’ techniques from Russia. This involves sending targeted individuals emails which attempt to trick them into giving away sensitive information, or which download malware to their computer.

4. A DRAMATIC ARREST
As the four spies stood next to their car parked up near the OPCW, Dutch counter-intelligence services, who had been monitoring their activities, swooped.
In a panic, one of the GRU agents threw his phone to the ground to smash it and destroy any evidence it contained.
But the Dutch investigators opened the boot of the car to discover the unit’s mobile hacking kit. This contained a battery, transformer and a laptop connected to a smartphone and an antenna pointed towards the OPCW building. Another antenna, on the car’s parcel shelf, had been hastily coved by a black overcoat.
The Dutch officers began to undercover a host of other evidence which would tie them not only to this hacking plot but to others round the world.
The four were carrying at least ten other mobile phones and more than £33,000 in cash – 20,000 in euros and 20,000 in US dollars.
They also had with them a plastic bag filled with empty Heineken beer cans and soft drink bottles, which they appeared to have taken from their hotel room. ‘They were clearly not here on holiday,’ the head of the Dutch intelligence service joked yesterday.
The hackers were escorted back to the airport and expelled from The Netherlands. They returned to Moscow.
British Government officials yesterday said it was for the Dutch to explain why the suspects had not been arrested.
Investigators later discovered the four had been planning to travel by train to the OPCW laboratory in Spiez in Switzerland. Tickets carrying the names of all four agents show they had planned to depart on April 17 and head to the Swiss capital Bern via Basel.
5. THEY’D DONE IT BEFORE
This was not the first time the agents had travelled to Switzerland. Intelligence collected from a laptop belonging to one of the GRU officers held in The Hague shows it had connected to wifi at the Alpha Palmiers Hotel in Lausanne in September 2016.
At that time, a conference of the World Anti-Doping Agency was taking place.
It had banned Russian athletes from competing amid a state-sponsored doping scandal.
The conference was also attended by officials from the International Olympic Committee and the Canadian Centre for Ethics in Sport, who found themselves victim of a cyber-attack.
One official had their laptop compromised by ‘APT28’ malware, which then spread to the Canadian Centre’s systems. Hackers also compromised the IP addresses of the International Olympic Committee.
The laptop belonging to Serebriakov, which was seized during the Dutch operation, revealed he had carried out ‘malign activity’ in Malaysia.
During that operation, the GRU attempted to collect information about the fate of Malaysian airlines flight MH17, which was shot down over Ukraine in July 2014 by a missile that belonged to a Russian military unit.
Hacking attempts targeted the Malaysian government and institutions including the Attorney General’s office and the Royal Malaysian Police.
The findings of the Dutch intelligence agencies were swiftly shared with British allies.
The GRU spies were found to be being part of what the Russian military refer to as Unit 26165, or GRU 85 Main Special Service Centre.
The unit is home to the Russian military’s best mathematical minds and is believed to have run the hacking campaign that sought to influence the 2016 US presidential election.

Without making any premature conclusions but based on the common sense reasoning, the most convincing Russian GRU Connection might be in the Cyber area, more than in others. See this: 

However the attributions of the cyber operations might be especially difficult, and the interchangeable Russian – German covers in this field are quite possible. 

The most feasible conceptual framework,  or the application of the preexisted “German Hypothesis” of the current troubles,  allows the conceptual combination of these various connections into the following hypothetical formulation, or the attempt at explanation. 
The Operation “Novichok” was masterminded by the German post-WW2 “New Abwehr” which is not the official but deeply secret agency:

And it was executed by proxies, partially or completely, with the following aims: 

  • Exposing the “barbaric behavior” of Russia and Great Britain (Port Down) as the manufactures of the chemical weapons while hypocritically assuming the high moral ground. Apparently, it was Germany who invented the Chemical Weapons, and they resent the fact that they cannot possess them, while aspiring to get the hold of the Nuclear Weapons. 

“Vladimir Putin reopens town where Novichok was developed”, possibly signalling that the secret chemical weapons facility there might be eventually closed.

  • Driving the wedge between Great Britain and Russia by blaming the “poisonous” behavior on Russia. 
  • Training and incorporating the Newcomers, the “Novichoks”, the Ukrainian Intelligence Services, by opposing them to the Russians and directing their rage for the losses in Donbass, the Eastern Ukraine, on Skripal, who was possibly involved in directing or mis-directing them. 
  • Directing the Chechen rage against Skripal as one of the leading GRU officers during the Chechen Wars of the late 1990-s and early 2000-s, when a lot of outrageous atrocities were committed on both sides.

The forerunner of Novichok agents, substance-33 (frequently also referred to simply as “Novichok”)[76]has been reportedly used in 1995 to poison Russian banker Ivan Kivelidi (ru), the head of the Russian Business Round Table, with close ties to the then Russian Prime Minister Viktor Chernomyrdin,[77] and Zara Ismailova, his secretary.[78][79][80][81][82] Russian opposition-linked historians Yuri Felshtinsky and Vladimir Pribylovsky speculated that the murder became “one of the first in the series of poisonings organised by Russia’s security services”. The Russian Ministry of Internal Affairs analysed the substance and announced that it was “a phosphorus-based military-grade nerve agent”[83] “whose formula was strictly classified”.[83] According to Nesterov, the administrative head of Shikhany, he did not know of “a single case of such poison being sold illegally” and noted that the poison “is used by professional spies”.[83]
Vladimir Khutsishvili, a former business partner of the banker, was subsequently convicted of the killings.[78] According to The Independent, “A closed trial found that his business partner had obtained the substance via intermediaries from an employee of the State Research Institute of Organic Chemistry and Technology (ru) (GosNIIOKhT),[84] which was involved in the development of Novichoks. However, Khutsishvilli, who claimed that he was innocent, had not been detained at the time of the trial and freely left the country. He was only arrested in 2006 after he returned to Russia, believing that the ten-year old case was closed.[83] Felshtinsky and Pribylovsky claimed that Khutsishvilli was framed for the murder by Russia’s security services, which had access to the chemical agent, and used it to organise the murder on the orders of a senior Russian state official.[83]

Anatoly Chepiga, the military intelligence colonel identified as one of the two suspects in the Salisbury poisoning, received Russia’s highest military award for his role smuggling former president Viktor Yanukovych out of Ukraine in 2014, it has been claimed.
new report by the Dossier Center, a group funded by exiled oligarch Mikhail Khodorkovsky, has tracked several addresses where Mr Chepiga is registered. One, a student dormitory in southern Moscow, he shares with a dozen other servicemen with similarly blank public records. The report suggests that these men, too, could be intelligence officers.

If true, it would continue a miserable run for Russia’s secret elite. Two weeks ago, it was revealed that dozens of agents could be identified from passport records.
Mr Chepiga was, the report says, alongside Mr Yanukovych when he scurried from his gilded Mezhyhirya residence outside Kiev on 22 February, and when he left the country from Crimea a day later.

Such a complex and fraught operation does tally with the exceptional nature of the Hero of the Russian Federation award, only a handful of which are awarded each year. But The Independent has not been able to verify the claim, and notes that it hinges on the testimony of one unidentified source.
The report’s author, investigative journalist Sergei Kanyev, told The Independent that he was unable to extract further information from his source. “He has over 30 years of experience. I have no reason to doubt him,” he said.
But another report published on Monday by the Novaya Gazeta newspaper offered a different version of events, suggesting Mr Chepiga had been awarded the honour for operations in Crimea itself.
It also suggested that the young Mr Chepiga had benefited from connections in the right places in regional government, pushing him up the intelligence hierarchy.
Moscow has denied any role in the poisoning by nerve agent of Sergei Skripal and his daughter Yulia Skripal. It has said that the two men identified by British detectives are ordinary citizens, and claims to have had no knowledge of the GRU officer Mr Chepiga, identified by investigative outlets Bellingcat and The Insider.

But after several forensic digital investigations, the Kremlin’s story is looking less and less credible.
“They don’t know how to get their story straight,” says Mr Kanyev. “As soon as they come up with a line, boom, we manage to get new information out. They can’t win.”

Особенно интересно стало после так называемого интервью этих агентов телеканалу Russia Today. Призванное ответить на вопросы, оно их породило в еще большем количестве. Более того, именно это интервью способствовало тому, что в расследовании стали выявляться не только наличие противоречий, но и откровенный подлог.
При всех проблемах российских спецслужб, снижения их профессионального и общего уровня некоторые эпизоды расследований дела Скрипалей и злосчастного интервью все больше напоминали целенаправленный слив информации.
Практически сразу после злосчастного интервью в информационном пространстве появляется информация о номерах паспортов Боширова и Петрова, номера рейсов, на которые они купили или забронировали билеты. Как только мир все это проглотил и начал анализировать полученные сведения Bellingcat и The Insider опубликовали копии анкет двух агентов, которые заполняются при получении загранпаспортов.
Хотя при этом было сказано, что все это есть в открытом доступе, на самом деле подобные документы находятся в базе данных Федеральной миграционной службы, а к ней доступ имеют только сотрудники МВД и далеко не все.
Российские и иностранные журналисты начали звонить по телефону, который записан на анкетах и вышли на Министерство обороны. Не надо быть выдающимся детективом, чтобы сделать однозначный вывод: Боширов и Петров на военной службе. Еще легче догадаться на какой именно. Отметим, что 12 сентября президент Владимир Путин заявил, что Петров и Боширов — гражданские лица. Как минимум глава государства российского солгал, вольно или невольно не имеет значения. К тому же не в первый раз и, наверное, к этому уже привыкли. Как в стране, так и за ее пределами.
Тут в дело вступает ФСБ. Причем громогласно urbi et orbi, то есть на весь белый свет заявляется, что в управлении «М» (противодействие коррупции в правоохранительных органах — авт.) приступили к расследованию, почему и каким образом секретные сведения появились в открытом доступе. Следующий вывод напрашивается сам собой. Если ФСБ ведет расследование, то государственную или военную тайну, выбирайте кому что нравится, во-первых, выдали и, во-вторых, есть предмет этой самой тайны. Значит, место работы или службы Боширова и Петрова на самом деле должно быть скрыто от посторонних глаз и ушей. Тут и шага не нужно делать и даже обучаться в Оксфорде, Гарварде или Массачусетском технологическом институте, чтобы понимать какая у них работа или служба.
Не следует думать, что в ФСБ как-то не просчитали последствия такого сообщения. Наоборот, не только просчитали, а хладнокровно спланировали и тем самым дали в руки британских следователей еще одно доказательство причастности Боширова и Петрова к ГРУ. Навряд ли бы ФСБ столь открыто палили своих сотрудников, а вот «соседей» не жалко.
Сергей Канев, журналист центра «Досье» и соавтор расследования о документах предполагаемых отравителей Сергея Скрипаля подтвердил, что источниками его расследования действительно были действующие сотрудники силовых структур. «Я обращался к своим источникам, в том числе в МВД и ФСБ, когда проверял все данные. Я не думаю, что их вычислят, там ребята тоже не дураки сидят». «Не все фсбшники или менты такие ярые «государственники», «патриоты». Многие понимают, что в стране творится… И мне помогает бывший сотрудник ГРУ, который так и сказал: «Мы, служба, деградируем вместе со страной, обидно».
Хотя всем выдавшим секретные сведения многое грозит, в том числе Каневу и Доброхотову из The Insider, есть серьезные основания считать, что громогласное расследование закончится ничем. Ведь довести дело до суда, даже закрытого означает признание того факта и это на юридическом уровне, что Боширов и Петров действительно сотрудники российских спецслужб, в частности, ГРУ. Навряд ли это будет так и не чувствовали себя Канев и Доброхотов столь уверенно. Кстати, последний был за рубежом и там вполне мог попросить политическое убежище, но предпочел вернуться в Россию, несмотря на опасность стать фигурантом расследования ФСБ.
Из того, что рассказал Канев, следует прогрессирующее разложение российских спецслужб, в частности, ГРУ. Также можно согласиться, что не все спецслужбисты ярые сторонники Путина. Тем не менее, выразим некоторое сомнение в том, что именно они вышли на журналистов и сбросили через них закрытую информацию. Как раз вычислить их не столь сложная задача, так как доступ к документам имеет ограниченное количество лиц.
Представляется, что ситуация гораздо сложнее и развивается она не на уровне майоров, полковников и даже генералов, а гораздо выше. Военные в широком смысле здесь ведомые и выполняют указания политиков очень высокого ранга. Так что очевидный и преднамеренный слив информации, карикатурное интервью и все последующее есть звенья довольно длинной цепи, которая начинается на самых высших этажах московских, вернее кремлевских, коридоров власти.
Соперничество двух спецслужб очень ярко проявилось на Донбассе. Здесь уже реальное противостояние с убийствами, поджогами, обстрелами из-за так называемого дружественного огня, сдачей агентуры. Соперничество имеет вполне реальную экономическую основу под названием — грабеж. Когда речь идет о довольно больших деньгах и материальных ценностях, то всякие сантименты в сторону. Как говорят американцы, the shirt is nearer than the coat — рубашка ближе (к телу), чем пальто.
Именно из Донбасса идут взаимные обиды и поиски крыши в политических кабинетах. Куратор Донбасса Владислав Сурков опирается на ГРУ. И это далеко не всем нравится. Ему пока удалось закрепить свое положение и союзной спецслужбы, но это, как оказалось, на непродолжительный период. ФСБ уже давно готовилась взять реванш.
Операция против Скрипалей провалилась, и британские правоохранители ведут столь тщательное расследование, пусть и долгое, что в окончательном вердикте суда не имеет смысла сомневаться.
Вот тут и появилась возможность не только нанести ГРУ сокрушительный удар, но и провести операцию смены персоналий.
У Путина, а без его ведома навряд ли бы столь масштабные действия могли вообще состояться, есть две альтернативы, причем одна хуже другой.
Вариант первый. Отправить министра обороны Сергея Шойгу в отставку или перевести его на другую работу с фактическим понижением аппаратного статуса. Ведь это его служба провалилась с большим грохотом. К тому же гибель самолета Ил-20 дает для этого дополнительные основания.
Тем самым повесить на него и ближайших подчиненных всех собак и тем самым попытаться разрулить ситуацию. Вроде все хорошо, но de facto следует признание вины России в отравлениях и применении химического оружия на территории страны, входящей в НАТО. Высшие военные и другие чиновники почувствуют себя расходным материалом, что не укрепляет, а расшатывает систему.
Вариант второй. Ничего не признавать. Даже квадрат гипотенузы, который равен сумме квадратов катетов, тоже не признавать и говорить, что нет доказательств. Пифагор не в счет, им для пользы дела можно пренебречь. Постоянное отрицание имеет свои недостатки. Запад убедится, что с нынешним российским руководством говорить просто не о чем и реальная защита — это дальнейшее усиление санкций и возрастающее давление по всем азимутам. Экономически противостоять Западу Россия не может, ее запаса прочности хватит только на ближайший период.
Скорее всего, в Кремле примут второй вариант, а с ним будет происходить и сужение государственного корыта, из которого кормятся олигархи и высшие чиновники. Места возле него уже на всех не хватает и поэтому борьба усиливается. Со взрывами, стрельбой, отравлениями и прочая и прочая. Сценарий известен и давно написан.
В том числе и в виде противоборства спецслужб. Так что в деле Скрипалей, в проблемах Сирии и на Донбассе точку ставить рано. Захватывающий детектив must go on.

Пользователи даже придумали мемы по этому поводу. Так, Лентач сделал из подозреваемого в отравлении экс-полковника ГРУ Сергея Скрипаля перевозчика по одноименному фильму с Джейсоном Стейтеном.
“Кто смотрит зорко за шпилем? Кто каждому теперь знаком? Он не травитель Скрипалей, он фитнес-тренер или гей? С ним президенты не бегут, скажите, как его зовут”, – подписали под снимком.

МВД Великобритании официально отказалось удовлетворить запросы Генпрокуратуры РФ об оказании правовой помощи в расследовании возбужденного в России уголовного дела о покушении на Сергея и Юлию Скрипалей в Солсбери.

Сообщение пресс-службы российского посольства в Лондоне

: «25 сентября посольство после многочисленных напоминаний получило ответ МВД Великобритании, в котором содержится отказ удовлетворить запросы Генеральной прокуратуры Российской Федерации от 29 марта и 17 апреля об оказании правовой помощи в расследовании возбужденного в России уголовного дела по факту посягательства на жизнь Сергея и Юлии Скрипалей в Солсбери. Решение об отказе принималось на самом высоком политическом уровне».

Российские дипломаты подчеркнули, что речь идет об отказе Великобритании поделиться с российским следствием какими-либо сведениями и доказательствами, полученными британской полицией в ходе расследования инцидента в Солсбери. При том, что ранее Лондон заявил об отсутствии намерения добиваться от России выдачи «подозреваемых» и не проявил интереса к направлению российской стороне собственного запроса о правовой помощи, которая могла бы заключаться в допросах тех или иных лиц, истребовании тех или иных документов, цитирует

Действия Лондона подтверждают, что кампания вокруг отравления Скрипалей преследовала исключительно политические и пропагандистские цели и не имеет ничего общего со стремлением установить истину».

Ранее в среду глава МИД РФ Сергей Лавров раскритиковал «высокомерную» позицию Лондона, который отказывается предъявлять доказательства причастности РФ к делу Скрипалей. По словам Лаврова, британские власти, отказываясь предъявлять доказательства, нарушают различные конвенции. Глава МИД РФ также

назвал такое поведение Лондона «детским садом»

и еще раз призвал Лондон к конструктивному диалогу.

Очень похоже на правду, что так называемый российский «турист» Боширов на самом деле – Анатолий Чепига. Герой России, ветеран армейского спецназа, вероятно звезду героя получил за «подвиги» в Украине. В этой истории печалит другое. Родился этот любитель шпилей на Дальнем востоке в небольшом поселке близ границы с Китаем. Такие поселки там основаны украинцами, как и весь тот край заселен украинцами, и Чепига типичная украинская фамилия. Так вот печальное в этой истории то, что Россия направляет против Украины ее же детей – вот таких обращенных в орков бывших украинцев. Его бабушки и дедушки еще разговаривали на украинском языке, а он уже орк – российский убийца. Как передает

В России запрещено все украинское. Там не показывают украинские каналы, нет украинской церкви, даже библиотеку украинскую и ту закрыли. И даже запретили объединение украинцев России – запретили украинцам объединиться в какую-то структуру. Россия ведет целенаправленную политику по денационализации украинцев. Они рассказывают, что там 2 млн «хохлов» работает. Так на самом деле их там во много раз больше живет на законных правах. Вот только украинцами они быть не имеют права.

«Боширов-чепига» этот – продукт этой политики. Россия не только забрала из Украины многих лучших украинцев, но и убила их в России, подняла из могилы и превратила в своих демонов», – написал блогер. он добавляет, что теперь Москва направляет их против нас. И вот тут уже возникает вопрос: а зачем мы даем русским возможность иметь в Украине своих представителей, оставляем ту же РПЦ(у) после Томоса. По мнению блогера, должно быть одно решение – получим Томос и все в УПЦ, а, кто не пожелает – к березкам.

Sajid Javid (born 5 December 1969) is a British politician of the Conservative Party and former managing director at Deutsche Bank. He was appointed Home Secretary in April 2018. He has been the Member of Parliament (MP) for Bromsgrove in Worcestershire since 2010.

US Justice Department seizes “VPNFilter” botnet set up by a hacking group variously called APT28, Pawn Storm, Sandworm, Fancy Bear and the Sofacy Group

The US Justice Department said Wednesday that it had seized an internet domain that directed a dangerous botnet of a half-million infected home and office network routers, controlled by hackers believed tied to Russian intelligence.

The move was aimed at breaking up an operation deeply embedded in small and medium-sized computer networks that could allow the hackers to take control of computers as well as easily steal data.
The Justice Department said the “VPNFilter” botnet was set up by a hacking group variously called APT28, Pawn Storm, Sandworm, Fancy Bear and the Sofacy Group.
The group is blamed for cyber attacks on numerous governments, key infrastructure industries like power grids, the Organization for Security and Co-operation in Europe, the World Anti-Doping Agency, and other bodies.
US intelligence agencies also say it was involved in the operation to hack and release damaging information on the Democratic Party during the 2016 US presidential election, and has engineered a number of computer  disruptions in Ukraine.
“According to cybersecurity researchers, the Sofacy Group is a cyber-espionage group believed to have originated from Russia,” the Department of Justice said in a court filing.
“Likely operating since 2007, the group is known to typically target government, military, security organizations, and other targets of intelligence value, through a variety of means,” it said.
The Justice filing did not say who was behind Sofacy Group, but US intelligence has in the past linked it to Russia’s GRU military intelligence agency, and numerous private computer security groups have made the same connection.

Mr. Grozev, why don’t you publish the “scientific-like” report including the descriptions of the replicable methodology, addressing specifically this point and issue: 
On the basis of what “metrics” or “no-metrics”, quantitatively and qualitatively, “subjectively and objectively”, and by what reasoning, did you come to the conclusion that “Boshirov” is “Chepiga”? 
Mr. Grozev’s arguments are not convincing so far, while the arguments of his opponent (in the second cited article), are detailed, well reasoned, and convincing.

We’ve identified him via many, many objective and subjective metrics. First of all, objectively, we got a hold of his original passport file. So we’ve seen the actual passport database with his date of birth, original photo, taken when he was 17, and another one when he got his first passport, and another one when he was 21.
After we were ready with the report and the identification, we actually contacted sources at the British police and secret services to just get a nod, or not a nod, as to our findings — and we got the nod. So we know for sure that’s the one.

How an investigative team ID’d Skripal poisoning suspect as a Russian colonel

According to an interview on Russia’s RT television, Alexander Petrov and Ruslan Boshirov were two innocent men in the fitness industry, who were traveling Salisbury, England to visit the town’s famous cathedral.
The U.K. government has said the two men were actually there to poison former Russian spy Sergey Skripal, and his daughter Yulia.
And now, an investigative website says it’s been able to track down the real identity of one of the men.
According to Bellingcat’s research, Boshirov is actually a decorated Russian military intelligence officer named Anatoliy Vladimirovich Chepiga. Russia has denied the allegations.
Christo Grozev is a researcher who led Bellingcat’s investigation. As It Happens host Carol Off spoke to Grozev about how they tracked down Chepiga.
Mr. Grozev, when we saw this RT interview, one of the men introduced himself as Ruslan Boshirov. What have you discovered is his real name?
His name is Anatoliy​ Chepiga. He’s off by one year from the personality he presented, in terms of age. And he’s off by many, many other qualities from the personality that we saw on RT.
You sound very confident. How do you know this is Colonel Chepiga?
We’ve identified him via many, many objective and subjective metrics. First of all, objectively, we got a hold of his original passport file. So we’ve seen the actual passport database with his date of birth, original photo, taken when he was 17, and another one when he got his first passport, and another one when he was 21.
After we were ready with the report and the identification, we actually contacted sources at the British police and secret services to just get a nod, or not a nod, as to our findings — and we got the nod. So we know for sure that’s the one.

You also dug into the file of Colonel Chepiga. He’s a much decorated serviceman. He has received Russia’s highest state award. What do you know about him?
He was born in a tiny village, population less than 300 people, in the farthest corner of the Russian Federation. He went to a military school that was only about 30 miles away from his home village that, at that time, in the late ’90s and early ‘2000s, was one of the most elite, or let’s say better-staffed schools, for military education. He got his military education in a special operations unit, training unit, at the school.
Immediately thereafter, he was sent to service in Chechnya, where he amassed a number of awards because, apparently, he was great at what he did as a soldier. And then as a very promising soldier, who had accumulated about 15 awards already, he was sent to GRU school. And GRU school in Moscow is one of the …  it’s called the Academy, the Diplomatic Academy. But, in fact, it’s a spy school and it’s the most elite spy school in Russia.

It sounds [like] you have a lot of information, mostly from open sources. You didn’t go on the ground to seek this out. You did this from a distance. And this is working for your website Bellingcat, which has been accused by the Russian government of being a front for Western intelligence agencies, that you’re fabricating evidence. Why should we trust your conclusions here?
All of our findings in the past have either been proven right or Russia has stopped trying to rebut them because they have no way to rebut them. What we do is very transparent. Almost anybody with the analytic skills can go and replicate that data. We don’t point people to where they can get leaked Russian databases but they’re out there. They’re on the Internet and they’re in torrents. Anybody who spends a week will be able to get them and replicate our findings.
But a number of things have left people scratching their heads about your conclusion. I think you’re scratching your head as well. Why a colonel? Why somebody of such a high rank, and such a decorated man, be sent on this mission to poison people in Great Britain? And also to be so exposed, because you know that when you’re in Great Britain there are a lot of cameras observing. So why such a high-ranking man?
That’s a mystery. We’ve received opinions from two senior Russian officers. Both of them said literally the same thing: “We would have expected somebody with a rank of major or even captain to have done this.”
The fact that they chose a colonel means that the order came at a very high level. Probably one layer below Putin, not Putin himself. But it’s something they did in order to show to Putin that actually they took all the measures and all the precautions to have the highest expertise on the ground, which apparently they didn’t.

This is all around the poisoning of Sergey Skripal and Yulia Skripal — and also, the British citizen Dawn Sturgess. We saw this man who calls himself Ruslan Boshirov and his partner on television in this RT interview. They looked like goofs, didn’t they? You’re laughing, everyone was laughing, including people in Russia. So how is it that somebody of such a high calibre, somebody who is so skilled, would be, first of all, be allowed to be on Russian TV, to be so exposed — and then, to be such a goof?
That’s another mystery. There are at least two hypothesis on this that circulate among informed circles. One is that they were given this order at the last moment, after Putin made that blunder himself, by saying, “Well, we know they’re civilians and I expect them to come and save themselves.”
Bear in mind that people like this are never prepared to go public and to be burned in public. This was a very embarrassing moment for them.
Another hypothesis was that this was punishment for their blunder and their busted job. I don’t believe that’s realistic because whatever they were, they were not traitors. And in the Russian army the only people they punish really are traitors. If anything they would be demoted but not put on purpose to be embarrassed.
Does it appear that this was just a botched operation? I mean, they were successful in reaching these people and poisoning them. But was this a failure?
I think now it has become a failure. Even Russians, the average Russian who believes, if nothing else, Russia is good at spying, now realizes they aren’t good at that either. If you look at Internet memes that spread on the Russian Internet, before they were making fun of the West, of America, of the opposition. Now Russians are making fun of their own intelligence services and that’s unprecedented. I think that is a failure for the regime.

Third suspect identified in Novichok poisoning of Skripals in Salisbury

A THIRD person understood to have helped two Russian men carry out the lethal Salisbury nerve agent poisoning has been identified by counter-terrorism police.
The Telegraph is reporting that the GRU agent helped plan the attack on former Russian double agent Sergei Skripal in the small English town earlier this year.
It comes after one of the men, who was previously identified as Ruslan Boshirov, was outed earlier this week as decorated Russian intelligence officer Anatoliy Vladimirovich Chepiga.
Chepiga was previously made a Hero of the Russian Federation by President Vladimir Putin.
His accomplice — Alexander Petrov — is understood to have also entered the UK on a fake surname.
The Telegraph is reporting that the third accomplice provided information to the Skripals, whose Novichok nerve agent inadvertently killed local woman Dawn Sturgess and critically injured Colonel Skripal and his daughter Yulia in March.
British Foreign Secretary Jeremy Hunt said he believed the Russians tried to kill Colonel Skripal because they thought the attack could be successfully pulled off following the poisoning of Alexander Litvinenko in London in 2005.
“That’s why Theresa May’s reaction this time has been very different,” Mr Hunt told Sky News.
The third person is likely to have told the Skripals about which door their target used at the property and the layout of the cul-de-sac.
Security experts say the intel would have been essential as such an attack would not have been unplanned.
The Telegraph has reported that Sergei Migdal, a security expert and former police and intelligence officer, said, “Someone would have had to carry out a reconnaissance mission beforehand.”
“I understand that it was timed for Yulia’s arrival as they wanted to be sure that their target would be in Salisbury. It would have been too much trouble to watch him all the time and that may have aroused suspicion.”
Colonel Skripal and his daughter survived the attack and are understood to be in hiding.
Former intelligence and security officer Philip Ingram said there was “almost certainly” intelligence on the ground.
“They wouldn’t have turned up at the house and put it on the door handle on a whim.”

These teams did not know about each other’s existence. The first team, the professional New Abwehr’s poisons handlers actually dispensed the substance at a certain, ordered to them time and location and observed all the precautions and the conspiracy measures to be undetectable by cameras and witnesses. 
The second team consisted of  Boshirov and Petrov (which might be their real names, and might or might not included the third person, known or unknown to them), and their movements were made deliberately detectable so they, the “walking ducks”, could be identified as the perpetrators.

NATO has confirmed the withdrawal of a Volga-Dnepr subsidiary from its contract for Strategic Air Lift International Solution (SALIS), which provides An-124 freighter uplift for the western military alliance.
A spokesperson for the NATO Support and Procurement Agency (NSPA) told Air Cargo News: “Since 2006 the NSPA has contracted for airlift to assist an international consortium of nations in meeting their requirements for outsize cargo airlift.
“These services have been operating for more than a decade and currently two separate contracts are in force to support the Support Partnership nations under what is known as the Strategic Air Lift International Solution or SALIS.
“The SALIS is an international consortium which includes 10 nations: Belgium, the Czech Republic, France, Germany, Hungary, Luxembourg, Norway, Poland, Slovakia, and Slovenia.”
The NSPA spokesperson continued: “The current contracts were signed on 1 January 2017 – one with Antonov SALIS GmbH and a second one with Ruslan SALIS GmbH. These contracts are in force until the end of 2018.
“NSPA has been informed by Ruslan SALIS that they will not continue their service beyond the terms of their current contract which will remain in force until the end of 2018.”
“NSPA is currently working with the SALIS nations to explore options to meet their future airlift requirement from January 2019 onward.”
NSPA is unable to provide additional information at this time.
Two An124-100 aircraft, one each from the two freighter airlines, have been stationed permanently at Germany’s Leipzig/Halle airport since March 2006 as part of the SALIS Project.
More aircraft are also made available at short notice, when required, to provide airlift for EU and NATO countries.
Russia’s Volga-Dnepr Group said in a statement: “In line with our corporate strategy, Volga-Dnepr Group is focused on the growth of its business in the civil commercial sector and continuing to extend the scope of its niche products.
“We have been gradually withdrawing from the military logistics transportation market in due compliance with our previous commitments.
“The Group will not participate in the tender process initiated by NATO in its existing configuration, but we are open to continued cooperation with all organizations engaged in the transportation of humanitarian cargoes, and for future participation in disaster and emergency recovery programs.”

During their annual spring meeting in Brussels in June 2003, NATO Ministers of Defence signed letters of intent on strategic air- and sealift. Eleven nations signed the letter of intent on airlift: Canada, the Czech Republic, Denmark, France, Germany, Hungary, Luxembourg, Norway, Poland, Portugal and Turkey. At the June 2004 Istanbul Summit, Defence Ministers of 15 countries signed a memorandum of understanding to achieve an operational airlift capacity for outsize cargo by 2005, using up to six Antonov An-124-100 transport aircraft. In addition, the Defence Ministers of Bulgaria and Romania signed a letter of intent to join the consortium.
In January 2006, the 15 countries signed a contract with Ruslan SALIS GmbH, a subsidiary of the Russian company Volga Dnepr, based in Leipzig.
In March 2006, the 15 original signatories were joined by Sweden at a special ceremony in Leipzig to mark the entry into force of the multinational contract. The contract’s initial duration was for three years but this has now been extended until the end of 2014. Finland and Poland have also now joined the SALIS programme. The SALIS contract was re-competed in 2012 and Ruslan SALIS GmbH was rewarded a new two-year contract (2013/2014) with options to extend until December 2017.
Volga-Dnepr and Ukraine’s ADB provide the SALIS aircraft and also provide AN-124-100 aircraft to support the Afghanistan mission, with weekly sorties from Europe to Afghanistan and back, under contractual arrangements with NATO Support Agency (NSPA).
The capabilities of SALIS will play a big role in on-going Afghanistan re-deployment.

British investigators now say a third Russian military intelligence officer was involved in the poisoning in March this year of former spy Sergei Skripal and his daughter Yulia in the southern English cathedral town of Salisbury.
Officials say the officer, who they suspect of carrying out reconnaissance for the nerve agent attack, has been identified by the British security services. At this stage, they say, they are not releasing his name – neither the alias he might have used nor his real identity.
The disclosure comes as Kremlin officials downplayed the unmasking earlier this week of one of the suspects in the attack as a decorated colonel in the GRU, the Russian military intelligence service.
Col. Anatoliy Chepiga, a GRU veteran who is believed to have served in an elite special forces unit in Afghanistan as well as in Chechnya and Ukraine, received Russia’s top military honor, Hero of the Russian Federation, in 2014. It may have been bestowed on him personally by Russian President Vladimir Putin, say security analysts.
Chepiga was seen laughing on CCTV footage released earlier this year by the British authorities as he and a colleague, who used the alias Alexander Petrov, sauntered along a Salisbury street March 4 soon after the poisoning of Skripal, a former Russian agent who defected to Britain.

The two men have claimed they are sport nutritionists and in an interview, ridiculed by the British media and government, with the Kremlin-directed RT network, insisted they had gone to Salisbury, twice, to see the cathedral’s spire and ancient clock. Their first day trip was a failure because of slush and snow, they said, although according to weather data there was no snow in the cathedral town on March 3.
The investigative journalism consortium Bellingcat, along with the news-site The Insider, say they have identified the decorated veteran, who used the alias Ruslan Boshirov, by trawling through open-source records of the graduates of Russian military academies and then matching his photograph. Leaked data of Chepiga’s real passport provided final proof.
‘Fake news’
The Russian Foreign Ministry says the Bellingcat identification is “fake news.”
And Kremlin spokesman Dmitry Peskov told reporters Thursday: “Like you, we are just learning of this investigation in the media released that talks about certain people resembling certain other people.” Other Kremlin officials say many people resemble each other.
Chepiga’s apparent identification as one of the likely culprits of the assassination attempt using the rare toxin Novichok leaves in tatters the Kremlin claim that it had no involvement in the attack, say British officials. His seniority in the GRU, they argue, suggests the attack was sanctioned from the top of the Kremlin.
Bellingcat says aside from its own open-source probe, “multiple sources familiar with the person and/or the investigation have confirmed the suspect’s identity.” British officials say they have no dispute with the identification. But they are not officially confirming it and have not said in detail why, arguing they are unable to for security reasons.

Locals in Chepiga’s home village, Berezovka, 640 kilometers east of Moscow in the Amur region, interviewed by the Russian newspaper Kommersant, confirm the identification and say they knew it was him even before the Bellingcat investigation. They say they recognized him from the CCTV footage British authorities released. Kommersant says the locals spoke on the condition of anonymity, fearing retribution.
“Yeah, that’s Tolya,” one woman told the newspaper, using Chepiga’s nickname. She says he was a disciplined youth. “He didn’t drink, didn’t smoke, and never got involved with any bad crowd,” she said.
Security analysts say it is possible that Chepiga and Skripal, a former GRU officer, knew each other. If so, it would add a personal element to the nerve agent attack. Skripal also served in Afghanistan, although not in a special forces unit but with Soviet Airborne Troops and many years earlier.
Skripal and his daughter survived the March nerve-agent attack, but a local woman not connected to the original attack died in July after being exposed to the same toxin, which was contained in a discarded perfume bottle dumped in a trash bin.
Skripal was a double agent for British intelligence in the 1990s. In December 2004, he was arrested by Russian authorities, tried, convicted of high treason and sentenced to 13 years in prison. He was included in a 2010 spy swap and settled in Salisbury.
Britain, the United States and most European Union countries responded to the Salisbury attack with expulsions of Russian diplomats and financial sanctions on Russia. The Kremlin denies any involvement in the attack and has maintained variously that the poisoning never happened, that it was carried out by Britain in order to blame Russia or that unknown third parties were responsible.

A third Russian accomplice alleged to have helped plan the Salisbury nerve agent attack is believed to have been identified by police.
The man, from Russia’s military intelligence service the GRU, is reported to have visited Salisbury ahead of the poisoning of Sergei Skripal and his daughter Yulia, according to The Daily Telegraph.
The paper said the suspect was likely to have fed back details including the layout of the cul-de-sac where Mr Skripal lived and which door he used to enter and leave.
The Press Association has confirmed that the investigation is looking at several suspects, with a senior Government source stating that there are “at least two”. An exact number has not been confirmed but the source said there were “multiple suspects” being investigated.
A Scotland Yard spokeswoman said: “We will not be discussing any further details in what remains a live investigation.”
UK authorities believe two Russians, using the aliases Alexander Petrov and Ruslan Boshirov, smeared the highly toxic Novichok chemical on a door handle at the Wiltshire home of former GRU officer Mr Skripal on March 4.
The attack left Mr Skripal and his daughter critically ill, and Dawn Sturgess, 44, who was later exposed to the same nerve agent, died in July.
On Wednesday, the investigative group Bellingcat identified one of the suspects as Colonel Anatoliy Chepiga – a highly decorated GRU officer.
Bellingcat said it had identified Chepiga, who travelled to the UK with a passport issued in the assumed name of Ruslan Boshirov, by trawling through online records from Russian military academies.
Chepiga’s former commanding officer Alexander Borzhko confirmed that Chepiga fought in Chechnya and received the Hero of Russia medal.
But President Vladimir Putin’s spokesman Dmitry Peskov said he could find no information about such a person receiving the award.
The Government has declined to comment officially on the report, although it has previously said the two suspects wanted for the attack on the Skripals were GRU officers.
Bellingcat is reportedly close to identifying the second suspect.
The Kremlin says it expects Britain to say what it knows about the identity of the two suspects so that Russian officials can launch an investigation.
Mr Peskov said that the allegations made by the British-based investigative group cannot serve as a basis for such an inquiry.
“We can’t have media as our vis-a-vis in such a sensitive case,” he said.
“Such materials should only come from competent sources. From the very start, Russia has offered to conduct a joint investigation, but faced British refusals.”
Meanwhile, the Government dismissed allegations that Russian security services infiltrated the British Embassy in Moscow to obtain visas for the suspected poisoners.
A Home Office spokeswoman said: “We reject these claims entirely.
“Applications of this type would be decided by a visa officer in the UK and not in the British Embassy in Moscow.”

On 4 March 2018, Sergei Skripal, a former Russian military officer and double agent for the UK’s intelligence services, and his daughter Yulia Skripal were poisoned in Salisbury, England, with a Novichok nerve agent, according to official UK sources[3][4] and the Organisation for the Prohibition of Chemical Weapons (OPCW).[5] After three weeks in a critical condition, Yulia regained consciousness and was able to speak. She was discharged on 9 April 2018.[6][7] Sergei was also in a critical condition until he regained consciousness one month after the attack. He was discharged from hospital on 18 May 2018.[8][9]

A third suspect has been identified in the Novichok poisonings of former double agent Sergei Skripal and his daughter in Salisbury, according to reports.
Investigators believe another Russian military intelligence officer visited the city on a reconnaissance mission prior to the attack in March, the Telegraph reported.

The spotter would have travelled alone to assess the location before Ruslan Boshirov and Alexander Petrov brought toxic nerve agent Novichok into the UK in a perfume bottle.
They are suspected of poisoning Russian defector Skripal and his daughter Yulia by smearing Novichok on his front door before heading back to Moscow.

The Skripals both survived, but local woman Dawn Sturgess died after her partner Charlie Rowley found the perfume bottle used to dispense the poison.
It is believed that security chiefs have identified the new suspect who came to Salisbury to scope out the intended target.

Philip Ingram, a former intelligence and security officer, told The Telegraph: “There was almost certainly intelligence on the ground before the attack was carried out, it is what is called a pattern of life study.
“They wouldn’t have turned up at the house and put it on the door handle on a whim.”
It follows reports that security services are investigating four other suspects believed to be linked to the attack – and analysis from a former Russian spy who said kill teams would tend to operate in teams of six.

Ex-spy Boris Karpichkov, 59, told the Mirror that eavesdroppers from Russian spy agency the FSB would have monitored Yulia Skripal’s mobile, email, internet and Skype before she travelled to the UK to meet her father.
The team would have formed a  “Special Operations Group”, or SOG, and cloned the passports of prisoners in other EU states to travel without visas – and some members may still be laying low following the attack.
Suspect Ruslan Boshirov has recently been identified by the investigative journalism bureau Bellingcat as a decorated GRU Colonel, Anatoliy Chepiga – despite repeated claims from Kremlin that his picture “means nothing to us”.

Chepiga, 39, served in wars in Chechnya and Ukraine. He was made a Hero of the Russian Federation by decree of President Vladimir Putin in 2014.
Prime Minister Theresa May damned Russia for the attack at an address to the UN Security Council on Tuesday.
She said: “We have taken appropriate action, with our allies, and we will continue to take the necessary steps to ensure our collective security.

“Russia has only sought to obfuscate through desperate fabrication.”
Moscow continues to deny claims of involvement, as officials called out Mrs May for refusing to present her evidence to them.
The country’s Ambassador to London, Alexander Yakovenko, tweeted yesterday, quoting Foreign Minister Sergey Lavrov: “London arrogantly demands that we take responsibility for the crime just because they have some “evidence” no one has ever seen and they would not present it to the public. Frankly speaking, this is just childish.
“London violates at least three or four treaties and refuses to answer any questions. As for me, it is a clear sign of guilty conscience.”

The Russian embassy said in a statement: “The UK is refusing to provide the Russian investigation with any information or evidence gathered by British Police when working on the Salisbury incident.
“British authorities (earlier) announced that they did not intend to pursue extradition of the “suspects” and made it clear that they were not interested in submitting their own requests for legal assistance, which could be provided by means of interrogation of certain persons, provision of access to documents, etc.”
A Home Office spokeswoman said: “We set out our position clearly this month. The Police and CPS have identified two men as the prime suspects in the attack in Salisbury. We have repeatedly asked Russia to account for what happened in Salisbury in March, and they have replied with obfuscation and lies.
“We want these men to face justice in the UK and have taken steps to ensure that if they ever leave Russia in the future they can be arrested, detained and brought to the UK.”

The relationship between Germany’s domestic spy chief, Hans-Georg Maassen, and the Alternative for Germany (AfD) came under renewed scrutiny on Thursday, when it was revealed that the head of the domestic intelligence service, the Office for the Protection of the Constitution (BfV), had passed on information from his yearly report to the far-right populist party ahead of its publication.
AfD Bundestag member Stephan Brandner confirmed to public broadcaster ARD that Maassen had given him “numbers from the report” at a personal meeting on June 13, five weeks before it was released.
“We talked about different figures that are in there,” Brandner told ARD, including the number of Islamist extremists in the country. The BfV is tasked with tracking extremist groups inside Germany and determining whether they represent a danger, and brings out a report on its findings every summer.
Maassen has already faced intense pressure after an interview in which he questioned whether videos showing far-right violence in Chemnitz were authentic, directly contradicting Chancellor Angela Merkel’s statements.

    Maassen gained notoriety in 2002 while working for the German Interior Ministry and arguing that Murat Kurnaz, a German resident held in the US prison at Guantanamo for five years before being released, could not return to Germany because his residency had lapsed. Herta Däubler-Gmelin, who was justice minister at the time, called Maassen’s argument, “false, appalling and inhumane.”

    In 2012, Maassen was tapped to lead Germany’s top spy agency. He promised to restore faith in the BfV, which was embroiled in controversy over its entanglement in the right-wing extremist scene and his predecessor’s decision to destroy files related to the neo-Nazi NSU murders.

    Maassen has been accused of having “a troubled relationship with basic democratic principles” for his pursuit of bloggers on grounds of treason and trying to suppress negative stories on the BfV. In January 2017, he told parliament reports the BfV had undercover agents in the Islamist scene connected to the Berlin Christmas market attack were false. Records showing it did became public in 2018.

    Before Maassen made headlines by questioning the veracity of videos of right-wing protestors chasing foreigners through the streets of Chemnitz, he was under fire for advising right-wing populist party Alternative for Germany (AfD) on how to avoid scrutiny from his agency. Now he is accused of sharing confidential documents with the AfD before presenting them to the public.

Even before Thursday’s revelation, opposition parties had called on Maassen to resign over suspicions that he harbors right-wing sympathies and has a too-close relationship with the AfD. But until now he has been backed by his boss, conservative Interior Minister Horst Seehofer.
In a speech to the Bundestag on Thursday morning, Seehofer reiterated his support for the BfV president, and it now appears that Maassen’s future could become a new crisis point for Merkel’s government: Merkel, Seehofer, and Social Democrat leader Andrea Nahles held a special crisis meeting to discuss the issue. The group said that any decision on Maassen’s future would not be made before next Tuesday.
Routine information
Maassen quickly rejected any wrongdoing. In a statement to DW, the BfV press office said he had received “express instructions” from the Interior Ministry, which is responsible for the BfV, to speak to parliamentarians from all political parties, and to inform them regularly about potential national security threats.
“The [ARD report] gives the impression that information or documents were passed on without a legal foundation,” the statement said. “This is of course not the case.” The BfV press office would not comment on the exact content of the conversation with Brandner, on the grounds that these conversations are confidential.
The DPA news agency reported on Thursday that Maassen had had all of 237 personal conversations with politicians since he took over the post in 2012, only five of which had been with members of the AfD. The party, however, was only formed in 2013 and only entered the Bundestag after the last election in 2017.
Nevertheless, the political fallout from the revelation could still threaten the spy chief, especially in light of his contentious interview with Bild newspaper, in which he cast doubt on evidence of migrants being threatened on the streets of Chemnitz. Such doubts were also shared by the AfD.

Time to go?
Even voices from the governing parties have joined in calls for Maassen’s dismissal. Lars Klingbeil, general secretary of the Social Democratic Party (SPD), junior partner in Angela Merkel’s governing coalition, tweeted on Thursday afternoon that, “for the SPD leadership it is completely clear that Maassen must go. Merkel must act now.”

Konstantin von Notz, interior policy spokesman for the opposition Green party, took a more nuanced view. While acknowledging that the meeting between Brandner and Maassen was unusual, the revelation that he may have passed on figures about Islamists was less interesting than the fact that the pair had apparently discussed the BfV’s budget.
“This is secret, and can only be discussed among very few Bundestag members in the parliament’s confidential committee,” he told DW.

The pro-business Free Democratic Party (FDP) has also made its mind up about Maassen. The party’s interior policy spokesman, Konstantin Kuhle, told DPA on Thursday that the BfV head was “not neutral” about the AfD, and thus had to go, because of the “general impression after the events of the last few weeks and months.”

2013 mass surveillance disclosures[edit]

During the 2013 mass surveillance disclosures, German media reported that Maaßen visited the headquarters of the U.S. National Security Agency (NSA) in January and May. According to classifieddocuments of the German government, Maaßen had agreed to transfer all data collected by the Federal Office for the Protection of the Constitution via XKeyscore to the NSA.[5]

Snowden question[edit]

In June 2016 he questioned whether Edward Snowden was working for Russian intelligence, and Snowden sent a sarcastic response in perfect German.[6]
