My Hypothesis: “Boshirov-Chepiga – Petrov-Mishkin” were not the poisoners but the contacts for Skripal. They picked up and delivered the digital microfilms or “wirelessly” from the previously arranged dead drops (in cathedrals or public squares, for example).
This is further illustrated by their “near meeting” in Prague in 2014 reported by the “Gazeta.ru”, copy below.
The physician was probably supplied to deal with the risks of the dead drop been booby trapped.
This pair (not couple, no such luck for them) apparently specialized in handling the dead drops throughout their extensive travels “in search of the sport nutritional supplements” in Ukraine, Russia, and globally. It looks like they were working for Skripal, and possibly for Yanukovych, and possibly for the range of some other interested parties which have to be elucidated, which is essential.
Mr. Putin, I think it would be a good idea to put some good questions to these nice guys; and I also think that a joint British-Russian investigative team would be well positioned to put some questions to them, to Mr. Skripal, and possibly to the other parties involved. I think that this step might be, hopefully, the way for the solution and possibly, for the resolution of this situation.

I read the reports that this option was proposed by the Russians but was declined by the British side, but I am not sure if that happened.
I think that the Joint British-Russian Investigative Committee might be helpful.
The still hypothetical at this point the “double or true identities” issues of “Boshirov” and “Petrov”, and their functions should also be clarified. The “identifier” Bellingcat based their conclusions mostly on the leaks, not on any “scientific ways” of doing it (which is a phony-baloney, I have no problems repeating this statement); and these might have been the leaks from Skripal himself and the significant others, such as the New Abwehr in its multiple sources.
The general issue of the WMD-s is the elephant in this room lurking from the every corner.
The Chepiga Bakhtin connection (they are “close friends”, the press found out), is also the most interesting subject.
